Garrys mod is called  "Garrys mod", dosen't mean its a mod.  You told me that Garrys mod was a mod just like Supermod for bully. That kinda mod. Which is not true. 

Garrys mod is a mod to Half Life 2, becuse its running on the source engine. Counter strike and all other source games does that aswell.
Noone calls those games  a mod, but if we go with your theory it is mods aswell.

Selling a mod like Supermod would be illegal, becuse that breaks R* rights and all that.
