Bully-Board is mainly meant for discussion, as it's a forum.
The downloads section here is very limited. 5 Mb maximum, has to be approved and so on.
BullyMods is meant for downloads and uploads.
At the current moment, you can upload a maximum of 100 mb.
That might change soon though, due to limits. Limits which I plan on changing, since it seems like a way too small amount.
We plan on having premium features soon that simply lets you upload up to 1 - 3 GB. This isn't official yet, so don't get your hopes set too high.
I should also note that if you post a thread about your mod release on this website, it will most likely fade away and get forgotten amongst hundreds of other threads. Unless it's a major hit or gets stickied.
