PedSetUniqueModelStatus(ped model id, integer) -- the last number has to be either a -1 or 1. -1 means not in freeroam and 1 means in freeroam. The same basic rules for this apply that apply for the old hex editing method of adding peds to freeroam. If you change this number to 2 then 2 possible versions of that ped can spawn in the same area...and so on. I always keep it at 1 to prevent any possible problems and crashes but feel free to experiment with it if you like.
