I've seen it numerous times. It happens anywhere a tag can't be reached by characters other than Jimmy. I good place to witness this is in back of Yum Yum in Bullworth Town. You will see a fence near the ladder that you climb to learn how to make water balloons. There is a tag spot behind the fence.
