I actually would like a return to Bullworth. Maybe not with Jimmy, he's a great character but there's not too much to do with him anymore, that's his story told. Bully isn't exactly a realistic game in most aspects, but Jimmy having another huge event like that happen again? No chance. I like most of the characters at Bullworth though, and I'd like to play as one of them, or maybe like in gta v, with multiple characters to play as. You could play as a greaser, a prep and a nerd maybe, to give some different perspectives, or maybe a townie, which I think would be cool as hell. Bully has a lot of good characters with detailed personalities, but some could use a little more of a backstory or something. I feel like Bullworth is too small for a new game and possibly, the carnival could move out of town, leaving the road open, possibly adding another city. Maybe the new city could have an airport where you could get on a plane and fly somewhere else(maybe Los Santos?)
