Set there stat, if you want to give them thing like inventory item (spudgun,...) then make the distance they prefer to long...
you are usually lua then its simple...
PedSetWeapon(Pedname, weaponid, 1)

i think its the distance the prefer since long-distance-prefer peds usually like lucky use slingshot. while the short distance ones enjoy stay close to enemies and fight

Yeah but still the peds that you hire for some reason doesnt use weapons for some reason.

Probably because they are expected to be up close w/ the player. If you want to go through the work, simulate recruiting an ally. Make them follow you, show there health bar in the corner, and make them attack peds that get mad at you. But don't actually recruit them through the ped recruit function.
