Yeah, it kind of is. I saw him once while getting chased by Prefects. I stopped to talk to him, but he said, "Sorry, Jimmy. I gotta get to class." Then I got caught.

I don't think I've ever seen any of the Clique leaders besides Russell outside of a mission.
