He looks a little stupid/retarded but he isnt, i think.

He is very intelligent and smart, Even tough that he make is some short of dumb most times. He can understand the thing fine atleast

(I think run from the police because he was scared of get in prison seems like something that a retard will dont understand, Maybe) I read some things in the wiki of bully and by miself hearing characters quotes and for example here is a good one.

Donald : I heard Russell has an IQ of 7.

Anyways, I think he's border-line retarded, for sure. He doesn't know that bullying is 'bad' and he only realizes after he gets the shit beaten out of him by Jimmy. And he has a very limited vocabulary. I think he's still a child, really.

Another character makes reference to it but there are two possibilities.

1. He's actually good at math.

2. He was part of the Hattrick bribe train

To be honest, I think Russell plays dumb/big stereotype to fit in socially but while he's not super smart he is far from the dumbest character in the game for sure. (One of the few people who didn't believe Gary's obvious nonsense).
