skateboards r slower bikes will u get u around quicker and u wont have much time to spend so if u get around quicker u get to go in more shops

They do, but the cops in this game are stupid.

You can outrun them and they get tired after a while.

Yes you can drive the go-cart all around. It only spawns at the school parking lot where your first bike garage is.
