  I can't understand how to make something 3D. I wanna make my own character for my own Bully mod, but i have no idea how. I need somebody to teach me how to make a character in 3D and for my mod.

you don't neccesarily need to know how to edit 3d models for this, just 2D, which is easy. I can show u how to give a ped accesories like hats glasses,and then how to edit the 2D model
