Townie giant gang!

Ok guys so I was walking in Bullworth Town at around 9 or 10 PM and that alley where two townies are talking I see a GIANT gang of townies at the part coming out of the alley (about 2 or 3 models of two townies) anyway since I was still in chapter 4 they all pointed at me and sure enough EVERY member was there. There were about 10 or 11 there because some had two models there.

Could of been a mod or a glitch. Considering I had modded the game then. I removed Henry and Leon and Otto and replaced em with their asylum skins. There were two Otto's and Three Henry's in their skins :P

I've seen doubles of characters once and a while due to a glitch, but that's about it.

I see doubles of the Adults quite often, mostly in the Vale.

That's either a glitch, or in your ide, you put a few of the characters with 00 00 00 00 instead of 01 00 00 00, which spawns as many as possible in accordance with the PedPop file.

"10" or "01"?

10 means that it'll spawn 10 of that particular character. 01 will spawn only one of that ped.
