I noticed the stallion from GTA pretty quickly hen I was doing the shop classes. pretty cool they includded them in the game. who knows, maybe there future games will include more refrences

I'm pretty sure they will. GTA IV had a significant number of references to many of Rockstar's previous games.

eh i'm not sure if that was him or not, his skin looked a little black. I think that was Pathos (one of the characters you do A side mission with whose located in the star junction bit of the game)

Vice City: go N from the Little Haiti Pay 'n' Spray, take the 2nd left, where
the road curves left look right to see the RIVERSIDE PAVILLION, and to the right
of it are a couple of store shutters that each have graffiti of the name of the
game "BULLY" by the Rockstar logo.

The user could be confused with Vice City Stories since that's more suitable in the release time-line.
