You can have Gangsters that are suitable for Teens, I don't think Narumi is referring to GTA type gangsters like 'The Ballas' or 'Grove Street.'
Have you ever watched Bugsy Malone? Those guys are mob type gangsters and that's a PG film, I don't know though.

I don't know about a Gangster faction, 'cause I think R* would make all of the characters in the clique so Stereotypical just my opinion.
