well i never liked the Pats, but New England is probly a nice place, but it would ruin Rock*'s way of making fictional cities.

Most cities in rockstar's games are based on real cities.liberty city-new york,vice city-miami,los santos-los angelas,san fierro-san frincisco,las venturas-las vegas.Doubt carcer city is based on anything.
