A friend of mine (who is in college) actually ranted on Facebook about this topic.

Some people at my college are tools like that. Someone came into the library once, talking really loud on their phone. After they were done talking really loud, a friend of their's came in and they proceeded to play with the blinds on the window, making further noise and being a general pain in the ass.
