True, but I was only focusing on the ordinary teenagers who aren't capable of busting you. So in my case, the townies would be the hardest. Furthermore, the townies would always piss me off as they didn't have any respect for me until at the end of the game. I do consider the prefects to be the strongest as long as you don't include the cops and teachers, but they are adults. So you wouldn't include them.

I love knocking the prefects down with a cafeteria tray and then hiding in the trash can and them getting up and looking around like "what the hell was that?!?"
