If you go to the harbour there is a half sunken boat right next to the barge where the dropouts put the trophys on fire. There is a little place where you can get up to the harbour behind the boat. It is a little platform. Sometimes you can see rats swimming in the water right by that platform. It looks weird. Is it a glitch?

Well it look really strange. The rats swim underwater and making waves on the surface. Check it out. I guess its a bug.

Why would it not be a glitch if there's waves? Is there like an international rule that says all glitches are wave free?
