It's most likely a test strafe since it's obvious that this would have never made it to the final game (a greaser fighting like a nerd and jumping like a prep, think about it). There is a lot of content that rockstar forgot to remove and it ended up being unused like Russell_102, DO_Melee_A and G_Ranged_A. This is pretty much a unused strafe rather than a beta strafe in my opinion.

It's a good point, but why did they name it Strafe_Johnny.cat? Maybe it was the very early beta strafe for Johnny?
