Characters in free roam at certain times only

Like how Zoe only appears after the ending, Melvin is not in free roam when Character Sheets is available, etc.

Is there a way to make it so that, Gary for example is only in free roam during chapter 1? And a way to make it so that the clique leaders only start appearing after they are beaten?

How? Obviously it's easy to just make them spawn, but I have no clue how to make it so it's only after certain missions

Well, after you completed your "certain missions," save and then spawn your character. Simple.

I think there is away to do this through LUA but I am going to have to get back to you on this one to see if this method would work.

That's how the condition looks like, for the rest of this code I was asked not to share by one of the modders and I respect his decision.
I'm on my phone ATM so the "MissionIsCompleted" function might be written differently in my list.
