I like how 90% in this topic don't even have the game and are just guessing.

I'm on Chapter 3 right now and everytime I've tried picking up snow I've had no luck.

Um Actually I have the game. To pick up snow, go to a place where there would normally be grass and hold down triangle. You can tell the diff from places you can pick up snow and places you can't.
