It kinda does.

If you have Xbox LIVE and mod, then prepare to be banned, while if you don't have LIVE you won't busted for it.

I would like to assist you, but console modding is against forum rules, sadly.

It is possible, but it will take more work than a simple PC mod.
You can also use a emulator on your PC for xbox mods.
