Thing that can be useful:
1.MP menus are in the main game launcher no need for special softwares like SAMP.
2.The ability to make small rooms (NOT SERVERS) for you and friends.
3.About health above player isn't there already a health circle below him?
4.You can do normal game jobs to get money.
5.Enable voice chat using a button on keyboard or controller(too lazy to chat 
).
6.It's just an installer for people who already have the game or just a tutorial you don't have to get a full version again that's associated with the mod.
7.Add Friends to be able to locate them and see their status.
8.The ability to enter hidden interiors that are accessible on several missions only.

Regarding number 1...That won't be possible due to not having the sourcecode to Bully itself. I will be basing this mod off of sa-mp but that will be it basicly. It is kinda unavoidable.
Reason why is due to the fact that mods like sa-mp act as a layer bridging the gap between the game and the internet and makes this possible....not possible without that unless someone has a way to get hold of the bully sourcecode and even I can't get access to that with all my contacts at R*
Regarding number 2....rooms will not be implemented due to the flexible nature that sa-mp has regarding the pawn programming language with which the server mods are built with. You can easily limit the amount of players with that.
3 and 4 can be done easily.....voice chat....I will not even attempt to implement that since voice chat is one thing I have very little knowledge about and people can simply just use a teamspeak or ventrillo server in place of that.
Not sure what exactly you mean by number 6.....
number 7 *might* be doable but this depends on lots of factors
8 however is very easily doable.
Building a team to do this though will be difficult since currently the only members of this community that can code in multiple languages would be myself, Rise To Honor and Red Blaster.....Fred Tetra can as well but I have not been in contact with him since last year and have not heard a peep from him since then. I will try to get in contact with him soon and see if he is interested since he was at that time working on some tools for bully...namely a vehicle handling editor that would make editing the vehicles a breeze for bully....and some other things....since I have screenshots he sent as proof of that.
