I like the customizing idea. I would like to see that. It's something most games today support and have. I would like to see Bully take on such a feature.
The make-shift thing is cool, but that's a very broad idea and can go far. One example of that is the recent "The Last of Us" which is very based around crafting and make-shift weapons. That game was very brutal and graphic too.
With Bully not being meant for that extent of violence, this is something that R* would need to tread carefully on. Creativity is good and all invited, but in certain games can become unfit.
