As for the computer idea, it could be quite ideal if it were to have the same 'In-game Computer' System as GTA IV had. For example, using an E-mail and keeping in contact with the other Students who live with you on the campus, you could reply with a 'positive' or 'negative' response to the email (like in GTA IV) and they could perhaps give you some 'Jobs' (Side-Missions) to do, like when Brucie messages Niko to steal a bike/car for the money and you can accept/deny these.

Wouldn't be the most efficient way of connecting with each other but, hey... there we go.

And personally I don't really belive in cyberbullying. I mean, people can be real pricks both in real life and on the web, but there are plenty of ways that you can deal with rude people.
And someone bullying you on the web? It's pretty easy to break connection with them (unless they know you in real life, of which it'd be "regular" bullying).
- One thing that came to mind is that you can just file a privacy violation claim or something.
