Attitude does control a lot actually and it also controls what the other cliques do when interacting directly with you like if you try starting a fight with another clique member for example or try insulting one at random....
Here is what you do when editing the attitudes file:
open the file up which is located in for x32 windows "c:\program files\Rockstar Games\Bully Scholarship Edition\Config\dat" or for x64 windows "c:\program files (x86)\Rockstar Games\Bully Scholarship Edition\Config\dat"
open it up in notepad for windows or notepad++ and you will see somthing that looks like the following:

Adore - this means that said clique likes the clique in question or player to the point that they will be friendly no matter what.
Dig - This means that said clique will willingly come up to whichever clique that has this setting and willingly talk to them or whatnot without any interaction beforehand.
Dispassionate - This means that the clique will not really care about anything about another clique or player that has this setting. They will mostly run when attacked but sometimes attack depending on their fear settings in pedstats which is linked to this file.
Averse - This means that when insulted or attacked said clique will either insult you back or attack you back regardless and if their fear setting in pedstats is set to 0 which means that have no fear whatsoever....they will instantly become agressive towards their attacker or insulter.
Abhor - This means that they cannot stand the clique or player with this setting no matter what and will normally run screaming from you when insulted or attacked. They will also insult you when you try talking to them rather then insult them.
The attitudes are in this order...use the following example as a guide on what to edit for each faction:
