To spawn the leaders first open the HXD editor and open your ide (save backup in case you mess up  :P). Search the name of the character you want to spawn (Ctrl+F). Then you will notice something like ...ÿÿÿÿ/Global/... (FF FF FF FF).
Change all the FF FF FF FF to 01 00 00 00 and then save.

It would look like this after you edited it: ......./Global/...

If this didn't help very much I will make a video tutorial  :D

Making it 00 00 00 00 will spawn an infinite amount of that character.

nono if you have wrong pedpops things the game make that wrong you need 8 in the pedpops not more ;O
