It's a trade high school. Usually, those kids don't go to college, so they do things like cosmetology, culinary, auto mechanics, etc. They get a decent amount of their hours towards their trade in school, and only have a fraction left to complete when they graduate and move on to a trade school. I know with cosmetology, they finish about 2/3 of their hours in that high school and they can usually intern in a salon/makeup counter right after.
