I'm guessing they get to a point where they didn't need it anymore. Or it sounded good on paper and don't in the game. There's a lot of reason stuff get pulled from games.

Along with the woefully understaffed Police force, lack of Medical Personal and Garbage Collectors, having just one 'Invisible' Fireman isn't too bright.

Not to mention no Fire Trucks or Ambulances.  It's a wonder everyone isn't dead from Injury or Disease.
