No doubt all this hidden dialogue was planned to be used in the final version of the game, but was removed due to time constraints or other issues. It's just like the Grottos and Gremlins minigame that was removed and the "Defend Tad" hidden mission that can be played by replacing another mission script with it. It includes a full cutscene and it is the only leftover mission from the "beta" stages of Bully I've found. I'll be uploading a video about it soon.

Indeed. Rockstar tends to leave this type of stuff behind for all of their games. Grand Theft Auto San Andreas is a great example as there is lots of hidden sounds, unused cutscene dialogue and beta characters in the data files.
