Yeah I presume every room in the school is accessable - wether your allowed in there or not.. but yeah, not sure about the town.. prob be a big town - but only certain shops you can enter (kinda like a GUN style - anyone played that? Where you in the town..)

Even if some doors are locked, i think you can try enter through the windows

Rockstar has made the "playground" pretty small only to give you more places and rooms to enter. More details and stuff. GTA is big, but no so many enterable houses and detailed areas. Buly is on the contrary. But... i can't call the town small. Not from what i have heard.
