You have to be on a bike trail...the one that side branches/the other entrance to Bullworth Academy besides the main gate. I saw a video of it on youtube.

Yeah I know it is creepy. It kinda goes with the wind at first then you can hear it clearer.

I'm not sure you can hear it in the winter (chapter 3) though but I'm not sure.
