Mod to carjack cars/vans.

Is there a mod to carjack cars/vans like how its done in GTA? I know about the vehicle spawned but is there a mod that can allow to carjack cars from the street. If yes, It'll be the best Bully mod and I'll download it.

Bully lacks such a feature.
If you can just be happy with a mod that allows you to enter cars (provided no one's inside), that's easy.

But I saw a video on SWEGTA about a mod that if you vandalize a vehicle the driver will come out to catch you and then if there is the mod you can get in and drive.

As I said, you can't "steal" cars on Bully.

If you damage a car the ped inside will obviously come out to catch you. That's normal behaviour.
You can then get inside with a simple mod. (It's literally one line of code to allow Jimmy to get in a vehicle)

How to open the vehicle spawner menu? I press Secondary Task Button & Show Tasks/Objectives but nothing spawns.
