Where are sound effects located?

Tried Speech.bin, Ambs.bin and I doubt its Cuts.bin.

The files are in the audio folder in bully, just go to xact.
(from google searching about the .sea files)

Save that as xact.bms
Open that with the quickbms
Then pick a .SEA file
Then just convert to .wav

Is it possible to replace the sounds? For example, I want to replace the punching sounds.

Not that I know of, no. It isn't possible to replace any sounds right now.
