Asylum Patients in Freeroam (WIP)

This is a pretty basic mod I'm working on.
It adds the asylum staff and patients in freeroam.

Additions to it being that Galloway is a patient.
Gregory works there.
Mr. Watts works there.
Mr. Slawter works there.
Dr. Bambolli works there.
and a gardener!

Yes, they spawn and roam around like they do in that mission.
No they behave like prefects.
