I might be wrong, but I don’t think it is possible for the prefects to bust Russell, Cops and Adults still can (as evident from the complete mayhem escape glitch) but I’ve never seen a prefect bother Russell. Whenever he steps out of line, they just stand their throwing their arm forward like Phoenix Write (Come to think of it, they actually dress like him too XD) until his invisible metre presumably drops and walking off again.
The missions make it pretty obvious that the prefects fear him but I don’t think the game mechanics actually allow them to bust him either.
