I contacted Rockstar support.
I told them, about the community and that we want BULLY 2 so here is their answer :

I dont think Rockstar lies to its fans.
And they said that they will take the correct action, who says that "The correct action" is to ignore the request?
It can be to make the sequal or to ignore the request so...
