Exterior map too bright

Even at low brightness, the exterior map just looks like it has more shadow and a white mist covering everything. Is there a way to mod this, or does it have something to do with the "sky dome" thing that someone submitted a mod for?

I see this has gotten a good number of views, but no answers. Does that mean the gamma issue is embedded and can not be changed?
