You Propebly mean compiler as the only one who has a bully decompiler are Rockstar Games and Fred.

Fred Tetra. He's one of the only guys who is THE BEST at this, I don't mean amazing, but he's probably the best modder and everything. Without him, there would be NO LUA scripting whatsoever. Don't doubt this.

LUA was created in C.
So to use the LUA compiler, you'll need the things required for C.
Which, getting Microsoft Visual 2008 will get these things. It's not that hard anyway...

Not true.
The compiler simply takes your .lua files and imports them into .lur.
The decompiler itself was never released to the public.
