This is where Call of Duty & GTA IV wins.
I'm pretty sure at Treyarch/Activision there are loads of maps that couldn't be added due to lack of time so they work on the map(s) and publish them in the first DLC map pack.
So in the end, they get all the maps they wanted.
If not, they're shoved into the next CoD. (Except for Zombie maps which are shoved into the next CoD with zombies)
And it's optional. It doesn't even give you the option to select the DLC maps unless you browse the Xbox LIVE marketplace or PSN store.
Like with GTA IV. R* doesn't put the EFLC as an option until you download the story.
I'm cool with DLC like that, since they don't force you to download them to continue.
But bonus costumes DLC (not free) are just stupid. As Erik said, I remember when I bought Spyro 2/3 for the PS1, it never said "Download Agent 9 to play as him!"
Or with GTA SA. "Download the Gimp Suit for CJ! Only $0.99!"
Or with Donkey Kong on the arcade. "Download 10 new levels!"
There are more mods for GTA and Bully that have had more work put in than most DLC and it's free.
