Yes and yes.

Weapon damage is changed through pedstats (damage scale).

Weather is changed through lua. Easily.

and btw Damage scale is like red said is throught pedstats.dat

Like walter said there is rain but it is really rare. It makes some peds carry an umbrella.
In the jocks boss fight the rain is endless.
