Bully 1 Questions / Need help with Bully for PC.

I just installed Bully on pc yesterday and i would like to know if there is way to remove the bloom effect, maybe by modding the game's install files?
I was also wondering if there is way to remove the frame limiter or mod the limiter for 40 or 50 FPS?
I tried to setup a logitech rumblepad 2 but whenever i bind the move forward/backward with the axis controller, the gamepad somehow gets locked in that direction..
Is the xbox360 for windows gamepad plug and play? meaning there's no need to bind keys for bully when first hooked up?
Any help will be appreciated. Thanks.
