It's actually different between the website to upload file & the website forum, they use different account

His forum website just officially open yesterday and it use different account

Try to use a new script.img & script.dir, not a modded script.img
and replace the arcrace1.lur
It should work

There are already someone from our forum asking those GTA:SAMP dude to help us making Bully multiplayer,
But the result is not good either, they are not interested for the project
