I noticed the pool in the Gym is empty (Which sucks). Is there any way to fill it?

You can, if you spawn a ped into the water, and make him go to a xyz. He would go there.

But yeah,when I first played Bully back at 2007 I hoped that at a certain point the pool'd be filled...So sad.

I got a couple of Cops to swim in the water off the Blue Skies Docks. They will come in to bust you, but can't in the water.

I think it's more climatic the rooftop thing rather than just...Dragging him to the water and drown him...And by the game's mechanich...I don't think it could be made...Unless:
We could kinda put the animation of toilet sinking (I mean,putting guys at the toilet) to the water with a nearby ped.
But I don't find that for a climatic ending such as Bully.
