Title: What was the point of disabling certain peds in freeroam?

I know, it's very easy to do with mods, but does anyone have any theories as why peds such as Gary, Petey and clique leaders weren't in freeroam from the start?

I suspect it was as not to disrupt the storyline.  If you were able to beat Gary before the final showdown, what would be the point of the game ?  Likewise for the Clique Leaders.

I guess just to make appearances in missions and be behind the scenes in most games boss characters are always disabled in free roam.

I think Russell was exempted because it was nearly impossible to beat him during Chapter 1 without resorting to cheats, as Jimmy has no real fighting skills during that time.

Then why couldn't they do what they did with Zoe and make them available in free roam after beating the game?

It's not that hard, I've beat him in Chapter 1 without cheats.

The idea was flushed it could have made the game even better to set up certain scripts to spawn certain characters in places outside of missions. Just like in X men Wolverines Evolution a big fighting arena.

 I saw some files about Pete and Gary spawning in the dorm.
Pete should have spawned.
And Derby should be seen in the morning in the dorm with his robe.

In one of the earlier missions, if you don't have I think, stink bombs, Gary takes you somewhere to find them.

Probably that.

It'd be cool if you could see them in free-roam after beating them (until Chap 5)

Also R* have never really let main characters in free-roam without mods/being in a mission.

Like GTA, you know where the main characters hang out, but you cannot meet them without mods, or calling them in GTA IV.

The easiest time to beat Russell is at the start of the Halloween mission.  Just hide in your room and shoot him with your slingshot.   ;)

Not the first time I played it. But I have beaten him in Chapter 1 before the hole fight on some playthroughs.

G: I can't belive they switched my meds again.

Chap 5
Petey still likes Jimmy, but..
*Cutscene*
P: We gotta find out whats going on, Come on!
*After CS*
J: Sup
P: *Insults*
J: Your so lame.
P: Come on then!!!

It's part of the reason Zoe isn't seen until the end, because she's good friends with Jimmy, but Jimmy has 0% with Townies so she'd probably ask a Townie to assult Jimmy, as do when a girl sees a rival clique member. (E.G Lola: My friends going to beat you up now)

They could have just put clique leaders and Petey in freeroam in Chapter 6.

They should have let all characters be in free roam in chapter 6 then let Gary be threw all chapter 1 in free roam until Chapter 2 that would have made the game far more fun. No one expecting Gary to be trader and then you would want to fight him but cant awesome. Then during the end of each chapter have that character spawn in free roam, it would have been better this way. It would have been way to fun to see Russell spawning all of chapter 2 in free roam walking around. Then they could have let Darby spawn in chapter 3. Then spawn Johnny in chapter 4. Then Spawn Ted in chapter 5. Then spawn Edgar in chapter 6.
