You can only get there in a mission but it sucks. It small and you can do nothing there.

I have finished the storyline but the junk yard isnt unlocked yet. But maybe you can go ther after doing something else?

The only time you can enter the junkyard is when you battle Johnny Vincent.

The junkyard doesn't exist during free-roam.
