I'll be doing some investigation and comparison betwen Canis Canem Edit (PS2) and Scholarship Edition (PC).
Feel free to post anything that you guys might find. And please, try to include screenshots/video so that people can get an accurate visual of what you're talking about.
- Minor Differences -
TV's have a flickering light effect and a more dynamic static when turned on.

It's not like the TV couldn't have been rigged so that the player could see and hear.
Rather, I think this was done on purpose to show just how isolated Bullworth really is from the World.

I imagine that it was due to the new game engine, but your theory is more interesting so let's go with that one!

@Swegta Bully SE graphics were shit to me I really hated the 40,000 different glitches daily when I use to play. Going through floors,walls,streets, fucking everywhere. Ped's used to glitch a lot like when Russell doesn't have any animations in the boys dorm. Every aspect of Scholarship Edition was shit. Canis Canem Edit had better sound for the enviorments I liked how it actually sounded like a real city on CCE. I just recently played CCE and did a mission in The Tenements. There were more echo's and sound detail in the non updated version. I wish there was fully a way to add the old detail back though.

^ You can get an emulator if you want to play that instead. I also rarely encounter bad glitches like that in SE, there's a few minor bugs here and there sure but I've never experienced the things you're talking about. Maybe your PC struggles to run it and it glitches? Idk...

When I was a kid I didn't like Bully on the PS2, according to my big brother.
Last year a friend of mine talked about it, so I tried it on my PC and finished it.
I really enjoyed it and don't even know why I didn't like it on the PS2, so I decided to try it on PCSX2, and again, I finished it, and I like it way better then the SE edition.
1)Ps2 version is much darker than the SE edition, which is too bright.
2)In the Ps2 version missions are harder, for example I failed Russell in the hole 2 times but in SE I finished it at the first try or at the gym classes where you have to press Triangle/R to steal the dodgeball from your opponents, where you have to press R a few times on SE but Triangle a lot of times on the Ps2.
3)Sound echo in large places such as the gym.

^ In SE the triangle-tap thing is WAYY too easy, it's ridiculous.

1. I prefer the color palette that is used in the original Bully, particularly during winter. Overall the atmosphere in the PS2 bully feels better.
2. Sound effects, like when hitting people have a lot more impact in the PS2 version, but the voice acting sound effects are lower quality.
3. The PS2 version do not have that glitch where peoples dialogues get stuck on one line, and they say the same thing over and over. (annoying)
4. In the Freak house, the PS2 version does not have that annoying broken vortex sound in the background.
5. Jimmy looks like an old man in Scholarship Edition.
