do they have map mods on this game? if they do can someone make this so I can be a guard and bust every prisoner/student to solitary

Go for Prison Architect, there introducing gang's in the new updates.

Map making on Bully hasn't been achieved....Yet.
It may be possible in the future...But I'm afraid not now.

But,it'd be a good idea to make like an Asylum escape or something...Maybe a PoV mission of Finding Johnny Vincent:
You're an inmate that escapes when Jimmy triggered the alarm and then you gotta escape the authority...

That'd be the closest thing right now.

No worry's I can play my new favourite game the escapists and bully is my favourite too I just hang with the greasers not play

No map mods for now. But you can place any object you'd like in the game to make the map look more to your like.
