what is the p_jacket7.nif? is this beta jacket?

Possibly. Or just a scrapped piece of clothing.

There are quite a few different clothing/hairstyles that have missing N/S-textures or just don't have any animations.
As well as some copies of already existing clothing, possibly meant to be replaced with more different clothes.
