Title: Applying a colour filter

I've been checking out some LPs and found one with visuals I really like (https://www.youtube.com/watch?v=RpkdDHXZZAM (https://www.youtube.com/watch?v=RpkdDHXZZAM))  The game looks like it has a much cooler palette, with richer blues and de-saturated reds.  Really invokes a foggy, damp New England feel IMO... is there any way to apply a filter mod to achieve an effect similar to this?  I have no idea how complicated it might be but I'm curious if it's possible for an amateur.
