Title: which is harder?

is it harder to mod bully or gta sa?
and what's the reason?

I think bully , because gta have a lot more tutorials , tools and have Cleo , that let you do a lot of things

Since gta sa became more popular than bully and any other games, more people worked together to figure out how to modify the files, create new tools for modding (imgtool, cleo, sannybuilder, etc) and sharing their work.
